For a facility's electrical infrastructure to go live legally and technically, an accurately prepared project drawing is needed first, followed by the complete approval and acceptance process with the relevant utility. In this article, we summarize the process from electrical project drawing through to final acceptance, based on our engineering practice.
The Fundamentals of Project Drawing
Electrical project drawings must be prepared in line with the facility's power needs, intended use, and the relevant regulations (the Electrical Facilities Regulation, utility technical specifications, and similar). Elements such as the single-line diagram, power factor correction calculations, cable cross-section calculations, grounding design, and load analysis are all brought together at this stage. A complete, technically consistent project minimizes delays at later approval stages.
Connection Agreement and Capacity Assessment
In parallel with project preparation, the utility assesses the capacity of the grid connection point the facility will be tied to. Whether the requested power is compatible with existing transformer and line capacity is examined; if capacity is insufficient, additional investment (a transformer, line reinforcement) may come into play. Getting this preliminary assessment right at this stage prevents surprise costs later in the project.
Submission to the Utility and Project Approval
The completed project is formally submitted to the relevant utility. The utility's technical team reviews the project for regulatory compliance and requests revisions where necessary. Once approved, the project becomes ready for field implementation, and construction/installation can begin.
Field Implementation and Provisional Acceptance
Once field implementation is complete in line with the approved project, utility officials inspect the facility on site. This inspection covers grounding measurements, compliance with cable-laying standards, and whether the panel/transformer installation matches the project. If compliance is confirmed, provisional acceptance is granted and the facility can proceed to the energization process.
Final Acceptance and Commissioning
Following provisional acceptance, the facility is observed operating without issues for a defined operating period. At the end of this process, final acceptance is completed and the facility is officially brought online. Quickly resolving any technical non-conformities that arise during this period is critical to completing the project on schedule.
Common Causes of Delay
Most delays in this process stem from incomplete or non-compliant project documentation. Inconsistencies in the single-line diagram, gaps in cable cross-section calculations, or a grounding project that doesn't meet specification can prompt the utility to request revisions, extending the process by weeks. This is why getting the project drawing right and complete the first time is the single most critical step for both time and cost.
